The devotions created, developed, and practiced by the common people fulfill a special role in the spiritual life of the Church. Although Vatican Council II thoroughly reviewed and revised the liturgy, little attention was directed to popular devotions. Attending to that gap, in 2001 the Congregation for Divine Worship and the Discipline of the Sacraments at the Vatican issued the DIRECTORY ON POPULAR PIETY AND THE LITURGY: PRINCIPLES AND GUIDELINES. The commentary that Peter Phan has edited illuminates the DIRECTORY, reinforcing the three principles that undergird the relationship between liturgy and popular piety: the necessity of liturgy and the sacraments to supercede devotions; the need to align popular piety with current customs and culture; and the desirability of separating and defining liturgy as distinct from popular piety.
